The Opportunity
Reporting to the Chief Administrative Officer, the Director of Legal Services provides strategic leadership and oversight for all legal matters impacting the City of Barrie. As the City’s principal legal advisor, this role supports City Council, the Executive Management Team, and senior leadership by delivering expert legal counsel that informs decision-making, mitigates risk, and advances corporate priorities.
The Director leads a multidisciplinary team of legal and real estate professionals, delivering a full spectrum of services including legal advisory, compliance, risk management, and real estate transactions.
Accountable for the effective leadership and integration of Legal, Compliance, and Risk Management functions, the Director plays a key role in proactively identifying and addressing legal, financial, and reputational risks. This position operates within a complex legal and political environment, ensuring the City’s interests are protected and advanced in a strategic and cost-effective manner, while supporting organizational objectives and the delivery of high-quality municipal services.

Education (degree/diploma/certifications)

A Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) degree from a recognized university.

A member in good standing with the Law Society of Ontario.

Membership in the Ontario Bar Association (OBA) and/or the Municipal Law Departments Association of Ontario (MLDAO) would be considered assets.

Experience
- Minimum of 10 years of professional legal experience, preferably with an emphasis on municipal law. Experience should include at least 3 years of management experience in a public or private sector law office environment and include supervisory experience in a unionized environment.

Ability to negotiate/mediate, facilitate and present information to a varied audience

Thorough working knowledge of municipal legislation/regulations including, but not limited to, the Municipal Act, Municipal Freedom of Information and Protection of Privacy Act. Knowledge of real estate law, of contemporary issues facing local government in Ontario and municipal operations in general, OMB processes, labour relations principles and collective agreement administration

Computer literacy utilizing the Microsoft Office Suite (Word, Outlook, PowerPoint)

Availability to attend evening and/or weekend meetings or other events as required

Other Important Information
Location: City Hall, 70 Collier Street, Barrie, Ontario*
*Please note that the City has a Hybrid Work Program Policy in place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements.
Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply
Wage: This a permanent full-time non-union position with the following pay level and 2026 pay range:
- Pay Level: Level 18
- Yearly Salary: $169,792.28 to $227,667.97
- Hourly Pay Rate: $93.29 to $125.09
